Introduction
RTGS PayManager is a Intra-day Liquidity Manager (IDL)
with Centralised Payment Hub (PH) that enables the bank
to have a centralised release of RTGS payment instructions
and to intervene when necessary before a stipulated
cut-off time to transmit the instructions on a timely
basis. It provides real-time position for all incoming
and outgoing payment instructions.
Objectives
RTGS PayManager provides facility to help the bank to
monitor any incoming and outgoing RTGS transactions
and at the same time, it provides real-time bank position
for all incoming and outgoing payment instructions.
The incoming transactions will then be routed to the
respective host systems for processing. Likewise, this
would apply for all acknowledgement received from the
Payment gateway.
RTGS PayManager also provides a centralized
Payment HUB inter-connecting all the Banks Hosts with
number of Payment and Settlement Systems, financial
networks and correspondent Bank hosts, sending and receiving
payment messages without any manual intervention.
RTGS PayManager provides a common
interface to the various host applications within the
bank, which allows centralised release of messages to
Payment Gateway. The protocol used to interface with
the various hosts is MQ Series, a messaging middleware
where MQ guarantees of message delivery.
Essentially RTGS PayManager offers
the Bank the capability to better regulate and optimise
funds for RTGS transaction before releasing the transaction
to Central Bank.
High Level Solution Architecture

RTGS PayManager is built on an open,
J2EE technologies and MVC framework. The solution is
also built using component-based model that facilitates
the reusability of modules and its functions. Platform
independence allows for flexibility in the choice of
operating systems and scalability maximizes cost-effectiveness.
RTGS PayManager provides bank with the flexibility to
expand or modify the functionalities in the future.
Key Features of RTGS PayManager
Liquidity Management Module
- Displays actual liquidity available taking into
account, balance in various settlement accounts in
different currencies.
- Automatically matches payments with predictions,
however it has the flexibility to manually match.
- Rule based mechanism to schedule/prioritise both
outward and inward payments based on BIC, currency,
amount, beneficiary and time.
- Reserved fund allocation for high priority messages
or expected debit.
- Graphical and tabular display of active fund status,
predicted vs. actual at any given point of time
- Forecasting Net Position of day-end, based on known
payments and receipts at day-begin or any time during
the day at Bank’s option.
- Facility to monitor the balances in various settlement
accounts, with a facility to drill down to the various
sub group of messages, individual message and message
fields there under
